Why are trainers like Todd Pletcher allowed to put 5 horses in the Kentucky Derby?

This seems unfair. One time he had 5 horses in the Derby and still did not win. Isn't this unfair to other trainers who have very capable horses but are left out because one trainer is saturating the field with his horses???
