Is the prevalence of in prison cruel and unusual punishment?

First off, everyone believes that this happens all the time. Go look at the statistics and you will see that it does not. So, there is no "turn a blind eye". Secondly, the guard(s) is not going to risk their job. Lastly, majority of the men who have ual experience in prison only do so because they want it.
