How long would it take for a major surger under obama care?

Major surgery, other than elective surgery takes no longer to get under socialized medicine programs than in the U.S. The average wait time for any surgery, other than emergency surgery is about three weeks in the U.S. In the UK and France it is about two weeks. The biggest difference in the U.S. is that all surgery is on an outpatient basis. The patient is only admitted after surgery, and only when it is deemed necessary. The Health Care Reform Act has not changed that in any way.
